try again with setting
/gm itemdropratio 1.000000
or
/gm itemdropratio 9.999999
sometimes raised droprates can confuse monster drops abit :P

Check coloumn 31 called MaxItemSet.
If its 0 change it to 2.

he removed one item from drop and changed itemsetdrop to 1, but you can now chage your drop rate to 100000 = 100% cause he left it to 50000 = 50%
