Go to:
xampp/php/php.ini (assuming u use xampp)
Search for "mssql" in that file, the first line you find has a semicolumn before it, remove it, restart apache service.

open your PHP.INI in your xampp or whate even you use
path for xampp "\xampp\php"

and look for

;;;;;;;;;;;;;;;;;;;;;;
; Dynamic Extensions ;
;;;;;;;;;;;;;;;;;;;;;;

Find:

;extension=php_mssql.dll

note that there is a ; before the line
remove the ; save file and restart xampp

you should have

extension=php_mssql.dll
