Wear : Drop Socket 1EA Rate ,Wear : Drop Socket 2EA Rate
Wear : Drop Socket 3EA Rate , Wear : Drop Socket 4EA Rate
If i remember right you make
Wear : Drop Socket 1EA Rate a 5 and the rest to a 1 on all the items you want to socket, If i am wrong i am sure someone will correct me.
And yea they are in itemarmor.

Yes, but...
You don't have to have a 5 in the first and 1 in the other, that's just the drop rate. So you can use numbers 1-5 in any for frequency of drops with that many slots. I've never tried anything higher than 5 but it may work.
i think he wants to know how you would make it where u can go to the NPC and slot these items, not just drop them from mobs or a dev char, i could be wrong.

So just to be sure i changed the values on a pair of Valor pants like i said and tried it, here is what i got.
just changing the values to 5,1,1,1 you only get 4 sockets at the NPC.
Even tried on wings, but on wings your not able to put any gems in. At least i haven't been able to yet, still playing with it.
