[DEV] (Has pretty pathetic commands but has command for accessing console)
[GM] (Has lots of commands but not command to access console)
[OPR] (S**t xD)
and [VGM] / [MOD] don't have any commands, so they would be last i guess.

[Dekaron] Doesn't have all commands, you will still need [GM] for certain things. For example, a [DEKARON] character may only summon 1 mob at a time, while a [GM] can summon as many as he/she wants. So you need [GM] for events.
