this is a csv -> dat converter. as far as I know it doesnt work the other way.

YEAHH this Tool convert .csv for .DAT

No have source c++ for reverse this Tool

You can find it in the data folder of korean official server Dekaron(TEST)
after you update it to lastest version.
Maybe it was misplaced by developer
