The npc's have a job id, which the job id then has the shopset placed in that.
Easiest way to figure it out, search the shopset for an item's id that is in the shop tab that you wish to change. (as for the 2nd tab in pablos, with all the potions there are several instances of this shopset)
But pablos's job id for his shops (in most cases) is 3.
That job id has the two shopsets of: 605 (tab 1) and 701 (tab 2)
