That's just a raw copy/paste cause im too tired right now to format it and explain everything but the concept is there, you see the option index 0 and 1 and the way the raw format is. Take it from there to fix your file.
Note that the order of the status effects doesnt matter, meaning it could be done with defense first or defense second, or attack first / second.
Also note that the X represents your value.
@ HB file, if it IS correctly formatted then make sure the effects are actually valid effects that the server can read.
