[Help] Quest question

I have been sitting around thinking of some quest ideas and I want to know if it's possible to create a quest that you must complete to leave a location.

Pretty much, you have to do this quest then after it's completion, the quest npc could allow you to teleport through a tele or maybe even the quest npc could port you somewhere.

Give me you're thoughts and ideas and if its possible maybe even an explanation on how to do it.

I bet it's not impossible at all, but I'm not familiar with the quest system on the serverside, so I can't tell what to do.
