Rising does not use a vote script for top100 as far as I am aware. (I would have to have been the one to make it)
Saying "half the **** advertised doesn't work" can be said about every private server. Though out of all of them Rising has things working the most.
In regards to illegal items from Ike, I can't confirm or deny as I have not personally checked into that.
