no you need quad core or better, 2 GB RAM or better than this,
and fastest internet you can find
for no complaints of lagging

1GB ram ? If I had that low ram,I couldn't even run my windows .. No, you need more than 1GB so it will run smoothly

guys i am using my laptop i have 2GB ram and vista and 56mb internet could i run a pserver for my self and a few friends with this?

For posting a pserver u need more then 2 GBram

If u want to have "Non-laggy"server u need 4GB RAM / 76GB - 10k rpm winch. and 4 or 2core CPU - 10kb/sec upload speed per player
