Unless the koreans create a mesh/tpack/texture combination which goes over the wings then it wont happen.
The theory is costumes are a mesh which is placed over the character, then that effected area reads a tpack file which tells it what textures to apply to the mesh.
To show this a different way, look at the hats vs full costume. All the hat costumes are just a mesh with transparent chest/arm/boot/pants and an altered head area with corresponding textures.
Now if we had a wing mesh + costume mesh combination (1 mesh file) you could get transparent wings by telling that part of the mesh to read a transparent texture. This would in turn only work for 1 wing (whichever wing mesh was used) and wouldn't remove any effect the wings had (for example a trailing particle effect). This is probably why the koreans didn't do meshes this way.
The reason transup works on global is because they redid the exe to render things differently. On there they have apply costume (transup one) + remove visual rendering of wings.
That is probably the easiest way of explaining it (even if it isn't entirely correct).
