You don't need a Xeon processor to run Dekaron.... it's CPU usage is minimal. Dekaron also runs just as fine on standard Windows as it does on Windows server...
@OP I would assume from the specs this is a home PC. Yes, you can run your own server on that setup and it will run just fine. What would hold you back is not the spec of the machine based on what you have, but the upload speed of your internet connection. The other issue with hosting from a home connection is the latency caused by having to go through multiple routers to a home internet connection. Dedicated server connections have less latency as they don't have to take as many "jumps" to get from the client to the server.
Also, graphics card doesn't matter for running a server. The server side application is console only, so don't need any graphics card at all. Most all dedicated servers have no dedicated graphics cards.
