Use normal program. Notepad is not good for csv edit.

Use Excel (if you can get licese), or csvED (not that good as excel).

If you cant get one of these programs, just use Find (or for advanced - Replace) function in Notepad.
Enter searching work, then replace it with your own.

Change your system location to usa. It will make .csv files open in rows/columns.
