Open your data folder and find the mosnter.csv i think its located data/creature/Monster.csv.

can i make it if i am not GM but i am a GM with cheatEngine ?

No. You must have an actual [GM] character.

Using Cheat Engine only changes your name. The [GM] Must be made from Database or using a replaceable .exe which allows [GM] to be used in creating a character. But most Good servers have Anti GM so when you try you will get banned.
