He's trying to make them flap on characters other than Concerra Summoner and Seguriper,which means he needs to edit the action file. The default action file only is set to animate on the class the wings are designed for. If you want them to flap on another, you need to do some simple editing.
Open the action file and look at the index. The index you see on the left is the weapon index. Each class has different indexes (depends on something else I don't need to explain right now). . If you want them to flap on all classes, then the easiest way is to copy the rows for the existing indexes several times then for each copy fill in an index (hard to explain, once you look at it you'll understand me. To find which indexes are for each class, you can open Aloken's file to see her indexes, Knight's for his, etc etc.
There isn't a problem with the animation files, nor the index of the actual item in itemetc or wherever. You just need to edit the action file so it flaps on characters other than Concerra Summoner/Seguriper. It's not that hard if you know what you're doing.
This is how I made the "Legendary" Wings for Evolution flap on every class if you want proof.

Wouldn't work because on Evolution we have the new classes Concerra Summoner and Seguriper, so therefore we have them set to flap/animate on Concerra and Seguriper, not all classes as he is doing. By following what I said above it is possible to make them work.
