In other words where he can actually understand.
Look for the default characters which are the [DEV] Characters which is
located in the character database where you will find user_character.
Query it or return all rows.
So if you want to change depending on class look for;
Knight= [DEV]KNIGHT Aloken= [DEV]ALOKEN Summoner =[DEV]Summoner
Bagi= [DEV]WARRIOR Hunter=[DEV]HUNTER Segnale= [DEV]SEGNALE
Magician= [DEV]MAGICIAN
Or how ever you have it named in your db, some people rename it to prevent the database being hacked and those characters being edited.
Once that is open up and you have pinpointed the character you want to edit, from here on in its table you can edit from it's dill,stats,level,skill points,skills etc...
So for example I want to edit the starting level of all of the Summoners in the database.
I would have to query [DEV]SUMMONER and locate its wlevel column.
Usually it's at default 1 meaning level 1, change it to required level you want.
in your case 130, save it and all summoner characters will start
at level 130 once they are created.
So if you want to do it for the rest of the other character types
you have to do the same steps just picking the right character
knight,aloken,mage etc...
You can also decide what weapons and dill a character can start with by
adding the dill on the [DEV] character.
Or let's say you want players to start off with an ak being dual wield
and having all action 6 skills.
Simply look for the [DEV] character for Knight and edit it's level
so it can meet requirements for skills to be equipped and
stat it for the dual weps.
Once chars start off they will have those.
I will make you a tut with some pictures to edit those quests.
As for items stats and level requirement, there are tut's
already made go here :

and search it.
