They have certain rules when you register.

-The KSSN must also include the correct name
-The same KSSN can not be used on more than 3 accounts
-The KSSN cannot be banned from online games (KSSNs can be banned)

I'm not sure what that one is though.

Long tima ago, someone made account and banned as this KSSN.
So you can't make an account as this KSSN.
Therefore, you need another KSSN.
