300 - max number of spawns u will get. in ur case 300 drakos.
150000 - time until new monster (drako) spawns. (should be 1 or 0.1 for mass)
10 - in which distance to the mob(yoshi) the spawn is active (not totally sure about this but should be that as its dwMaxSummonsMonsterRange)
0 - how many players needed to start the spawn
1 - Pattern type not really interesting.

go to monster.csv and edit run and walkspeed of drakovichs to a number between 1 and 5 depending on how slow u want them. 1 is really slow.
