question about hwid/ip ban

hi, im new on the forum. im looking to buy a new pc soon and i have been wondering does dbd ip ban? i saw some posts saying they do, or that they only ban ssd/hdd.. so im confused.

(p.s i already tried multiple spoofers and none of them worked even 2 paid ones, only solution for me is to buy new pc)
