bug seprom/promerium in Low

I see several people offering to pay a few euros to be refined 1,000,000 promerium or seprom shooting. There wouldn't be anyone who would know how to refine 1,000,000 shots from 1,000,000 seprom or promerium, instead of paying stupidly ?
