Server - Download, try compile server files, debug, compile again, launch exe.
Client - download xampp, install it, import databases, copy CMS files to htdocs, search in files and change all "universe" stuff to 127.0.0.1 etc, same with embeded parameters in mapRevolution.
If need change connection params to db, I don't remember if conn was good for fresh xampp mysql login and pass.
Review this thread and Darkorbit 10.0 files thread, there is a video - similar steps with universe files.

If yes, you haven't to "write the emu". You can do few things, use hamachi, zero tier, open ports on router with public ip or buy some vps's.
