Does russian payment change back to normal if i pay with Paysafecard bought in other state? Which methods are safe to use? And is venezuelan payment still working too?

If i remember correct, russian payment does not have psc at all in payment methods(and no, rus payment doesnt change at all, its permanent). And its pointless to go for venezuelan as its not cheap anymore.
