error on server

I have this error on my server :

Warning : fsockopen ( ) : unable to connect to 127.0.0.1:8080 ( I can not connect . refused it on the target computer . ) in C : \ xampp \ htdocs \ KERNEL - DOCMS \ Class .Socket.php on line 19
Socket ( connect ( ) ) ERROR ! ( I can not connect . Refused it on the target computer . ) : Could not Establish connection to the server : 10061

How can I solve it ?
