5 mins? Takes me 5 mins to start my PC. Then imaging answering every single question and writing back to users. That's more than an hour, depending on how many people actively contact you.
An hour.... That's a bit exaggerated, don't you think? And I mean I'm just saying but having a life and 1 hour a day for this must still be no problem.

Try work + school + friends. Without phone/laptop, which you can bring at work/school.

Somebody asks you something, you answer and he asks another question. Then somebody else wants something else. Then you open Epvp and you start answering PMs. Read + reply. 1 hour is not enough time in my opinion but okay.
I'm not inactive - i'm just not writing a lot at topics atm
I was on holidays till today - i could read your applications but not forward them to our skype chat.
And i'm logged in way more than 5 minutes a day - but imagine you have every day a lot of applications which do not match the requirements. All of them must be read and checked an that needs some time.
And to the sentence 'He hasnt been online yet' - i'm always invisible at EPVP

It's highly likely that they (this goes in according to everyone whom has sent an application). If you have sent one off, and you haven't got a response in say, two weeks time. I'd assume you haven't got through.
Why? Who knows, it could be for any reason. But all in all, whomever it is, you haven't got through.

Even if someone didn't get through, they should still be pm'ed and told they were declined. This is something Tata has agreed on (if I remember right).
