What u mean about making server ? U want to start it or u mean the site of ur server? If u mean to make ur own server u control it i think u have to start with
#Java programming
#PHP - for making ur site !

I'm newbie but im sure u need Java for ur server if im wrong please someone edit me !

You need php for the site.
And you need html and a bit css.

For the emulator you can choose any language you want.
For already existing emulators choose C# or Java.

For the web-part theres too much options (php, node, ruby, python etc. etc.).
For the server emulator as Requi said C# or Java would be best to go with.
