Bugs fixed:
----------------
- Respawn fixed.
- Sab work perfect.
- Now EMP work on all enemys who have you locked.
- Now we have damage distribution *80% shield *20% hp.
- Life and hp don't go any longer higher then max or lower then 0.
- Autolock when some one die fixed.
- New ammo for admins.*why i put this here? haha
- Laser damage is now on 100% on hp when a player don't have shield.
- You can't lock for 3 seconds a target who used EMP.
- Miss rate at 30%. *Changed from 20% for game improvements.
- Admin Panel done, Admin CLI done.
