ACP is admin control panel. It allows the "user" to change accounts at his/her will. If you can access the ACP, you're basically invincible, as in changing your health, giving ammo, giving havocs, changing rank, changing honor, etc.
The global chat is a tool the CM (chat moderator) uses to monitor people throughout the game. It allows you to ban/kick people from chat. You are also able to enter private chat rooms and outfit chats.

Ahahaha thanks xD but i know that , what i meant was : I Don't get why he post these links here, like i said everybody knows these already xD
so i was not sure if this was all before reporting it as spam, or there was gonna come more but apparently he posts 3 links everyone already knows and that are useless because no one hacked acp yet for no reason ^^
and like tata's post and my and other reactions i m ******* done with the acp post the scams and useless or spam topics.-_-
