You have bad luck, It doesn´t meant that if you have 22 Zetas you´ll get 10 havoks, there are a % that don´t give you, but if you have 70 zetas you´ll have 10 havocks with 100%

That means 0=1, 1=2....,9=10

Actually first time is random too, i know some who haven't gotten havoc from their first zeta.
