you can buy URI in DO, but only URI, you cant buy any packets, and for licence, I dont know, you have to ask resellers, maybe someone will accept phone payment method,

Yes you can buy uridium, butdepends on your country. I´m not sure, but few months ago here was countries which doesn´t supports phone payments. Anyway I think here are resellers, where you can buy a bot via SMS.
