Sorry for the late reply wasn't here, The answer is 'Yes it's safe'...
I'm still using it for about year now and my account still alive not stages or ban!
and about the uridium: I play in us1 server => I get 3k per 20 min using full elite vengeance with promerium on the speed generators (no P.E.T), Hope I helped you
