PBDO. Error

When i try to open it it say:

PBDO bot couldn't find this file:

Maybe you deleted/renamed it? Or no Administrator rights?

I solved the problem ... but now ... this thing :

Have u used the crack? Delete all ip adresses fot host file except 127.0.0.1

I try to delete ip adress ... but say just administartor can save them ... and i am the administartor.
