Not 100% Few years ago, was hacked one slovak chat portal, and was publish ed a lot of names, passwords...Police still don´t know who it was
Do you know why? Because

They can only use ip adress after someone reported to the police..

rofl my IP changes after every reconnect and it is always rerouted to a totally different location, untraceable  You're wondering how? simple, i use a modem.
