According to the Czech Dark Orbit forum it is a bug ,these new chests are for some special Russian event.
The link can be found 
Apparently it is a bug, and will be fixed. However, if it is an event for all of us, it will be posted here very quickly (:

Today they have been announced. According to the 'official dark orbit' forum. It's a bug that it's in all servers. Apparently they are only supposed to be in Russian servers. I'm not completely sure what they do, but they just give better loot (from green, red, blue)

Bullshit!!! The new red boxes give x2 possibiliti to find LF4 and the blue give x3 possibilities to find LF4.
ONLY the BLUE boxes might give you the new ships AEGIS,SPEARHEAD and CITADEL and the most important the HAVOD design.
The boxer are for limited time and are availeble only with REAL MONEY not with uridium.

Right ther are only in russian servers but ther it's a problem...it's impossible to buy the keys for now...They have the red and blue booty but no keys
