Yes,OpenStealth can collect palladium,you just have to go in the mist in 5-3 and click Collect Palladium.
For the cloaking,I have had that bug 4-5 times but I'm not sure what makes it .
5-3 is the best place for palladium ...
Edit: When I collect palladium,I put seprom in lazers and I shoot aliens with x2,x3 and SAB.

1) You can't collect Palladium while cloaking!
2) My advise to you is collecting Palladium with Citadel ship as there are some annoying enemies who will shoot you if they saw you there so better use Citadel.
3) Yes, openstealth works very good with me.
4) Yes, 5-3 is the right place for Palladium.There is 5-1 also but i advise you not to collect in 5-1 alot of alliens will shoot you.
5) Yes, you must go there at least with single boosters and seproms, you don't expect the amount of enemies there.

it depends on ur ship and items, what do u have ?
i collect with citadel, full speed + 8 shield + lf3or4 ( the rest ) on both config .
enable "switch configuration" , shoot with x3 and PLT-2026 .
with this config u wont die from npcs if you are shooting, the problem is :
sometimes OS stop shooting/collecting after you repair the ship, to overcome this problem i use "cheat engine" which INCREASE the amount you collect and prevent OS from stopping .. i collect ~3100/hour with these things

Because Citadel have those advantages:

1) Large Cargo (4000) to collect more palladium.
2) Huge Hits Points (500.000) for the annoying enemies there.

A citadel is a tank and also very likely to see in palladium fields because with some brains you could get up to 8000 or 9000 cargo, that's less trips you make (=More Palladium) and also more palladium per trip (=Less waste of time +more GG energy)
Also the fact that a citadel is more beefy in health than any other ship, people wouldn't go after you if they saw another ship less annoying with less HP and SHIELDS so it would be an easier kill.

When other enemies saw my Citadel, they just go away from the ship not to attack it.I Have all havocs designs and 10 irises and 41 lf-4 upgraded to level 14 also the shield of my ship reached 1 Million (970k Exactly on speed configurations), so if anyone attack me, can't even get me down with all of this stuff.The only disadvantage of the citadel is its speed only, but it collects good with me

Depending on what server you fly on, you can go into the palli field uncloaked and collect for hours. My husband and I spend days up there collecting palli with OS, except for during update periods, and have never really had a problem. At the least, the problems are much less than in my home maps. There is even a gentlemen's agreement between the three companies,, on my server, that the pirate maps are a sort of neutral zone and we all work together. lol who'd a thought that would happen in darkorbit.
