I have the same problem to. I think that the red dot means that your license is expired cuz I tried OS yesterday, and now it wont load....

EDIT: My proxy is like it's required.

Try restart your browser. For me is working fine. First time what i try 2.18 it was too with red. (as i said)

And yesterday i used it too. Today i continue.. so this is not expired license

What browser do you use?
I use firefox with custom button addon.

I use chrome. But i think this is not problem. I go try it with firefox.

With firefox it don't work :/
