1) is it safe to use the internet normally while openstealth is running and collecting palladium ? i mean using the internet with that proxy is safe ?

2) can i close the game page while openstealth is opening and collecting normally ?

yes it is safe, so you can use it like normal.

no, if you close the game page OS diddnt revice any more data so it stops collecting.
