Its not connected on your pet lvl, if you have pet lvl 8 or pet lvl 15 it still costs same amount of uri.

if your pet is lvl 8 , pet rep cost less than 350 at lvl 15

Don't know if it still work but in 2011 when it came out u were able to sell it.Anyway if you have all slots and stuff unlocked it'a big waste of uri to sell it.

The LagPoint/BugPoint(BigPoint) servers do lag not your pc or net.
