I guess that might be true. But when it comes to Internal vs External, the only way VAC could make it matter is if they implemented a kernal level anti-cheat.
Maybe people don't know that Internal cheats can be just as "safe", just because it running on another level on the system, but is all depends on the coder, just look at something like Iniuria, Satan5, Mightnight etc.
Never really heard anything special about Royalhack, i do remember it from old days, like Toby's for cs 1.6 and css.

Well there are cheats for CS2 that have lots and lots of features, that are still safe and undetected. It doesn't really have anything to do with the features, if it had cheat's like Oxide, Iniuria and KernAim etc.
I think features are the most important features for a cheat.
I think it will be close to the same, CS2 beta have been out for a long time now, there haven't been any indications that VAC is going to change yet. But they do have implemented VAC-Net which runs server side for stats etc, i think that's the way they are gonna go, just like Activision did with their anti-cheat.
