Where's def. garments from?

Ive seen a garment, i think named celestial or some ****, but not like the normal garments, it had like 750 defense or something. Where does this defense garment come from? a quest or,.. lotto or what?

That's the prize for the Dis City quest. It's worn as, and in place of, regular armor. Don't let someone trick you into thinking you can wear it as a garment because they want to sell it.
