cant upgrade my necky

Hi everyone, can someone explane to em why i cant upgrade my elite +3 soc sup dragon gem necklace lvl 17?? ive tried it at twincity artisan and market artisan...
but every time i try ill get the message that the dura is to low or my lvl is to low to upgrade it... but ive repaired it 100 times.. and it says: repair at: 0 so i cant repair it becouse it isnt broken and my trojan is 130... ive also tried it with 3 other characters of lvl 60 and i got the same messages... >

What in the earth is wrong here?? can someone help me??

Go break dura down by 1 and re-repair and it goes up

There is a dura bug in CO where by it reports that it is fixed but actually it is not.
so you can't upgrade because it is not full dural, and you can't fix as it sees it full dura.

Just go get hit by anything while you are wearing it then go repair.

You see, the system works on quarters of points, and not on full points like it should. If you lose a quarter of a durability, you cannot repair it, but you also cannot upgrade it. At half a point, you can, but before that, it leaves most people like yourself in a bewildered state of animosity and bereavement. But do not fret, our fellow pvpers are here to help you. =D

more spec when dura is 32/32 its really 327432/327432
(after 32 i gave random numbers) so if ur dura is 327431/327432 u can up coz its damaged and u cant repair coz its full dura 32/32
