Your best bet is google, but most of them have burned theselves out, If you go to Wikipedia theres an article on the formulation of the numbers and can probably generate one fairly easily.

Not quite sure why TQ uses it, it might be for security purposes or so.

Pluss its entirely different then the rest of the world, most nations got the same ie birth number, but it don't require us to post it to make an online account.
