how to lock fps on 40 / 60

hi all does anyone know how to lock fps on 40 or 60 these days

in the past there where all kinds of multiclients with that added into it

i quit playing co for a while and im back now but im lagging as hell when i come to a crouded place like:

birdmans
twin city
market

when i get to that place's my fps drops to 1 and i get stuck



so if anyone can help / explain me how to do it

fixed it a little diffrent

im using windows 7 64 bits and i was running in vista mode

by turning that of fps stays at 40

How do you turn that off?
