Is there a way to open or access these files contents? What program is necessary? Does anyone know what is in the files? How are they organised? I know that folders 1, 2, 3, 4 most likely stand for character gender + size combo, but does anyone know any more than that?

Are you talking about the .c3 upfront? when you open .../Conquer Online/c3?

yes. folders 0001-0004 are supposed to contain character animations
