There is still actually some chance to do it in TC. If you ask me, i have made a lot of super in TC, although have to do some breaking (reducing) the dura before you DB up your items. Latest i made was a uni lvl 15 1-soc war armor (no +, fresh from being RBed) --> to elite --> to super in one sitting for 2 DBs. You count it all up, still have gained compared to going to market directly.
However, one word of advise, i'd rather you go to market to DB up, if your items have at least +2 already, chances are, the TC DB monster will eat all your DBs with no hope at all.
