A real, albeit poorly worded one, yes. He's talking about someone who figured out how to use proxy (and possibly another program, not sure) to teleport around and interact with NPCs. It's being used to exploit the "Deliver the Letters" quest, doing it many thousands of times a day on a handful of noob accounts. It's annoying because the noobs can't be pk'ed. Oh well, at least it isnt public.
