Question about program making

What I am asking im learning a little bit of programming still pretty nooby at it (young still :P) but what would it take to create a program similiar to the one that got patched of the itemtype.dat editor where u could change the range and names etc etc as it seemed a quite basic but very useful program. Thanks for replys in advance

You could look at coder62's Itemtype decrypter/encryper>

Makes it a text file, then use any text editor to open it up.

When using the batch function it doesn't edit the sheilds. You must go back in to edit those by hand, using coder62's De/En and text editor. Decompile this and see how it works.
