Question about file mods

hi, i wanted to try and make some file mods, like armor, weapons etc..
but im having a lil trouble
how can u view the dds file with photo shop
i tried a dds viewer for photoshop but it doesn't work
im on windows 7 and its photoshop CS4
i didnt see any guides so can any1 help ?

Normaly u just need a plugin dss. then u can see it
Maybe ur plugin doesnt match with ur Photoshop version
