You should check out the client modding section.

There are some interesting things you can do with the interface but in the long run it's tied directly into the game and you can't change alot of it (like you can't add completely new buttons... unless you are seriously impressive at editing .exe's.. I've not heard of anyone doing it successfully)

no just want to edit the bottom part the blue look is just weird i want to make it more to my personal liking

Yah that can be done in photoshop fairly easy. There are full guides posted already in the client editing forum.
