Blue snowflakes?

Hello all. I would like to ask any of you to tell me what the blue snowflakes on the ground are for.(Like the ones in mystic castle by gaurds)

it's the old effect left over by a wind scroll maker cystal thing, if you go down by bloodybats you'll see that theres a new windscroll maker that dosent have the effect under it like the others

The only problem with that theory is that there was never a windscroller there.

ah, there was once from what i hear a long time ago

and it's been moved to hear, you might also notice that it dosent have the animation under it
