Sure, depending on the end-effect you want. NPC locations and spawning are completely server sided. If you want to remove a whole type of NPC from the game, you might be able to remove the type from npc.ini in the client. With some luck, the client will just write an error to the debug log and not display the NPC at all. If that doesn't work, or you want a particular NPC removed, then you'd have to create a proxy bot that rejects that traffic. Relocating would be even more challenging, as you might not be able to use a relocated NPC (not sure if TQ performs location checks).
